With most laptops, the webcam is off by default. This is set by the manufacturer for privacy reasons. This webcam can usually be activated with a key combination, for example the FN key and the F10 key at the same time.
The correct combination for the model you ordered can be found in the manual. You can also search for the Camera symbol on the F-keys (often applied in blue) and press them in combination with the FN key.
